I used to believe that the Police have all the power to catch a crook and authority to punished them. But it seems this is not true, as our legal system have 2 different government bodies that uphold justice and delivers the punishment.

If the Police catches a crook, the Police are only enpower to detained, interrogate and investigate the ‘case’. Upon completion investigation of the case, it will be brought upon to the DPP (Deputy Public Prosecutor). DPP are the ultimate decision maker for the case in the end, even the Police have no authority to prove DPP's decision otherwise. This is where to real power lies!!
